Abstract

State involvement in the State Safety Participation Program, a project grant to finance rail safety inspections, varies greatly from state to state. Participation tends to be higher among states with a greater need for the program, as indicated by the number of railroad accidents and fatalities, and in more metropolitan states, which tend to be more involved in nonhighway transportation programs. Contrary to expectations, however, participation tends to be lower in states where more of the economy is likely to depend on rail transportation.
