Abstract

This article proposes a system of road classification for roads in Japan which would allow for a redesign of the traffic system. The author first explains the difference between highways and streets/avenues. Highways are defined as roads between cites or towns, and streets/avenues as within a city. The author then suggests a classification of Japanese road networks, associating each classification with a target Level of Service (LOS). The author next presents a plan for the designing of the street/avenue system with consideration of traffic congestion in the target LOS. Finally, the author describes the planning and design of the highway system involving a definition of capacity bottleneck and methods to evaluate traffic performance.
