Abstract

The author focuses on "safety culture" and its role in reducing the probability of accidents. After defining safety culture, the following are examined: What is known about the nature and advantages of strong safety cultures; How safety culture can be developed in an organization; Problems in maintaining effective safety cultures and in assessing their presence and effectiveness; and Whether there are particular problems in building and maintaining safety cultures in the railroad industry.
