Abstract

This study examines the impacts of converting three signalized intersections and three stop-controlled intersections to modern roundabouts. Five areas of impact are examined: traffic impacts, safety impacts, environmental impacts, social impacts and cost impacts. To the extent practical, impacts are quantified. Where possible, impacts are also monetized. Sixty-nine impacts are identified and evaluated: sixty-four in non-monetary terms and five in monetary terms. The impacts expressed in monetary terms are factored into a comprehensive benefit-cost analysis resulting in a Net Present Value of $39,492,884 and a Benefit/Cost Ratio of 34.5. Analysis of the impacts expressed in non-monetary terms resulted in a Non-monetary Benefit/Cost Ratio of 44. In the absence of a well established, authoritative precedent, this study also sets forth a comprehensive approach to identifying and examining the impacts of converting a conventional cross intersection to a modern roundabout.
