Abstract

This editorial discusses the effectiveness of the various methods used in the Federal republic of Germany to prevent drinking and driving and to improve driving behaviour generally. It is stressed that driver improvement programmes will only be effective if they are part of a wider system of measures aimed at both enforcing traffic law, and providing some central register which can record and evaluate both offensive and inoffensive driving behaviour. The reasons why countermeasures against drinking and driving are often ineffective in the medium term are presented and discussed. The importance of a continuous publicity and educational campaign to highlight the consequences of drinking and driving is emphasized. The following combination of preventative measures is recommended: (a) a probational driving licence for new drivers; (b) educational programmes stressing abstinence from alcohol by drivers; (c) continuous publicity campaigns; and safety programmes for both schools and offices.
