Abstract

This paper describes the basic structure of system flow models as applied to a class of traffic safety demonstration projects. These projects can be viewed as networks through which individuals flow, are processed, receive treatments and then enter into the general population with assumed recidivism rates. Project personnel requirements, costs and time information are calculated for an initial base case and compared to test case variations being investigated by traffic safety planners. The computer system is interactive via a terminal and enables planners to determine, in addition to cost and resource requirements, project sample size and results of data sensitivity analysis. An application to a DWI probation demonstration project is described.
