Abstract

Raising the legal minimum drinking age in 10 states reduced the fatal motor-vehicle accident involvement rate of licensed drivers affected by the law changes. The ratio of single-vehicle nighttime fatalities per 1,000 licensed drivers decreased significantly among drivers in the age group affected by the law, whereas no significant change in ratio was found among drivers in a com- parison group aged 25 to 29 years. Further, the before-after changes in ratios for drivers in the affected age group were significantly greater than the changes for drivers in the comparison group. The single-vehicle nighttime fatal crash involvement rate of drivers affected by the law change decreased an average of 21 % in the 10 states.
