Abstract

This study evaluates the effectiveness of Oregon's provisional licensing program, created by the 1989 Oregon legislature. Provisional licensing imposes a set of special requirements for obtaining and keeping a drivers license for drivers younger than 18. The analysis is based on 6,249 teenage drivers. Roughly half obtained a provisional license just after the October 1989 implementation, while the other half obtained nonprovisional licenses just prior to implementation. The findings indicated that drivers licensed under the provisional program took more time to prepare for the road test and, as an apparent result, did not fail as often. Also, male drivers issued provisional licenses had approximately 16% fewer reported accidents in their first year of driving. However, no differences in reported accidents were evident for female licensees, and no differences in traffic violations were evident for either sex.
