Abstract

Highway transportation has historically involved primarily consideration of two central values -- mobility and safety, even though in more recent times other values have been added to the list such is air pollution, noise, land use, etc. Nonetheless the great values of mobility and safety are implicitly understood even though not always clearly enunciated. Mobility is valued for what it permits us to obtain; safety for what it permits us to avoid.
