Abstract

Sometimes after a new tunnel has been opened there is unexpected congestion that leads to delay within the tunnel. This report found that the traffic capacity of a tunnel is often much less when compared to that of an open section of roadway. The capacity for a specific tunnel differs according to certain conditions. These include alignment and illumination. This congestion can lead not only to delays but the safety hazards.
