Abstract

The purpose of this research project is to propose the application of an equilibrium model to evaluating short term traffic policies. Based upon the data of a person trip survey covering the urban areas of Hiroshima and conducted in 1978, the reliability of the equilibrium model was examined and confirmed. Several short-term traffic policies were then applied to the urban areas of Hiroshima and these policies were evaluated using the equilibrium model. The results revealed that the effect of each policy came out clearly on the conversion rate from cars to mass transportation systems. Thus, the equilibrium model proved to be successful in policy evaluation.
