Abstract

50 years of aptitude testing of drivers within the licensing process in the FRG led to a fundamentally altered meaning of the term aptitude, especially in authorities courts and assessing experts themselves. Factors rising the risk of recidivism or even those excluding the restitution of the licence were analyzed systematically on repeated offenders. In addition, pedagogic, rehabilitative and even therapeutic measures to compensate driver deficiencies were developed. In the nineties, scientific evaluations led to well founded guidelines for assessing the drivers. This research also helped to establish quality management Systems as well and forced improvements in legislation. Open questions, i.e. on assessment and rehabilitation of drug users, need intensive further research to cope with varying System conditions in the future.
