Abstract

The role of local government officials in emergency period after disaster occurred is exceedingly important. It is necessary for effect responses to prepare the emergency operations plan before disaster occurred. This study examines perceptions of local government officials related to business continuity plan. The research area is Naruto City in Tokushima Prefecture. The questionnaire survey was conducted to Naruto City local government officials. Question items are perceptions of emergency response issues and important operation contents associated with Nankai Trough Earthquake. In the analyses, each item was aggregated and their structures were pictured based on pass analysis. The results shows that local government officials recognized importance of resources related to life in emergency period and living materials for the support service. Another results indicate that perceptions of emergency response issues and important operation contents are mostly related, on the other hand a little part are not found relevant.

東日本大震災では,障害者や要介護者の避難生活は困難を極めた.本論文は,地方自治体がBCPを策定する上で,保健福祉に関する災害対応業務をどのように位置づけて計画すべきかを検証することを目的とする.調査は,鳴門市の自治体職員468名を対象に,南海トラフ巨大地震を想定した場合の被災者生活支援業務について,業務を開始すべき時期と業務への関わり認識度を問う意識調査を実施した.その結果,保健福祉業務の開始時期に対する意識が3日以内に集中する傾向や,部署毎で業務への関わり意識に相違があることがわかった.これらの傾向を踏まえ,BCPの中に保健福祉業務をしっかり位置づける必要がある.
