Abstract

Foreign visitors to Japan (hereinafter, foreign tourists visiting Japan) is, to a record high of 1 9,730,000 people past in 2015, are expected to increase in the future. 日本を訪れる外国人旅行者（以下，訪日外国人旅行者）は，2015 年に過去最高の1 973 万人を記録し，今後も増加が見込まれている．観光立国実現に向け，災害時における訪日外国人旅行者の安全確保の重要性が高まっている． そのため，例えば観光庁では，訪日外国人旅行者の受入れを担う地域や民間事業者による災害時の安全確保のための環境整備やICT（情報通信技術）を活用して災害情報を提供するプッシュ型情報発信アプリ「Safety tips」の提供を行っている． 本稿では，訪日外国人旅行者に向けた災害時の情報提供の取り組みを紹介するとともに，災害時に情報弱者となりうる人々に向けた今後の災害情報提供のあり方についても考察する．
