Abstract

When Joel Justice accepted the position of chief of police at the Ventura County Community College District, he brought with him 29 years of experience from the Los Angeles Police Department. The transition came with some marked differences in law enforcement views for him. "In municipal law enforcement, everything is black and white -- you either broke the law or you didn't. In higher education, we have different levels -- because we're dealing with students, oftentimes [if it's not a violent crime] they deserve another chance," Justice said.
