Abstract

Over the years, a major concern among some traffic engineers and safety managers has been the question of whether an improvement in safety at a location where a measure is applied leads to a degradation in safety elsewhere. This paper reviews the issue in detail and presents some evidence which shows that for one measure at least - conversion of intersections from two-way to multiway stop control - accident risk migration may indeed exist. Some possible reasons for this phenomenon are advanced and empirically examined.
