Abstract

It is generally accepted that accident blackspots should receive priority for remedial treatment. However, as the 'worst' accident locations have now been treated, it is increasingly difficult unambiguously to select, or rank, the remaining blackspots for treatment. In such circumstances increasing importance must be placed upon the methods used to identify sites. The research which forms the background to this paper aims to evaluate a range of the more commonly adopted methods for identifying accident blackspots with respect to the objectives of the highway authority concerned. The paper reports a survey of the methods used by highway authorities in England, Scotland, Wales and Northern Ireland and discusses some of the issues raised.
