Abstract

European Council Directive 92/57/EEC on the implementation of minimum safety and health requirements at temporary or mobile construction sites does not take account of railway-specific concerns. Safety at track construction sites is regulated in Europe at individual country level. With a view to European harmonization, what is needed now is to draw up uniform guidelines for risk assessment and appropriate standards for the requisite safety precautions at track construction sites. A major contribution towards the drafting of uniform guidelines to be published in European standards is being made by Working Group 39 "Safety protection on the track during work" under the auspices of the European Committee for Standardisation's Technical Committee for Railway Applications, CEN/TC 256. The article describes the terms of reference of WG 39 and of the German standards body NA 087-01-09-AA under the Railway Vehicle Standardisation Committee FSF, through which its sponsors can contribute to the work on European standards being undertaken by WG 39.
