Abstract

In order to establish effective safety guarantee system in road passenger transportation, ensure passenger life and property, the role in carrying trade, market characteristics, resource assign element, development power and technical hazard of road passenger transportation were analyzed. It was pointed out that passenger transportation was not belong to usual market competition field, so government should take rigid regulation on the trade. A series of measures, such as how to control the entrant, how to supervise the safety guarantee system of enterprise and how to make its action reach criterion, were presented, and the measures should be carried out as quickly as possible in China.
