Abstract

The City of Milwaukee, WI, USA, faced some constraints in implementing an emergency vehicles signal priority project. This project involved the implementation of the Optical Priority Control Preemption System at signalized intersections along major emergency response routes. During the implementation process, it was found that the standard preemption routines offered at that time in phase-driven controller software for Type 170 controllers did not provide the flexibility necessary to handle the types of constraints encountered. It was observed that the benefits of the Optical Priority Control Preemption System can be fully realized only when emergency vehicles can proceed along a response route without unnecessary stops along the way.
