Abstract

One of the key determinants of the amount of travel by any mode is the utility or Level of Service (LOS) offered by that mode. While much effort has gone into improving the LOS and capacity for vehicles and highways, this has affected land use patterns and has penalized non-motorized travel. To address this issue, the wider aspects of LOS for pedestrians are considered. These include the various environmental factors that contribute to the walking experience such as comfort, convenience and safety. Issues relating to such areas as ethnic or cultural attitudes to walking, disabled or mobility impaired persons are also discussed.
