Abstract

An analytical model is described that was developed to assess the effectiveness of a driver-based incident detection system in detecting random incidents on a freeway network. The analytical model will be used to compare the proposed driver-based incident detection system to the conventional highway-based incident detection system. The comparison will be based on the normal measures of effectiveness (MOEs): probability of incident detection and time-to-detect. The technologies that can support the driver-based incident detection system are also described.
