Abstract

A method is proposed and tested for use by traffic engineers in conducting field measurements of capacity and delay at unsignalized intersections. Data collected from the field showed good correlations between the average total delay and average queue length. Queueing theory solutions can be applied to represent this relationship. Tests of the method on both all-way stop-controlled and two-way stop-controlled intersections showed that the method yields more accurate results than the Highway Capacity Manual procedure. The method can be used under any intersection conditions. This is especially useful when available procedures cannot provide reasonable solutions under unusual traffic flow and intersection geometry conditions.
