Abstract

The prevalence of transportation system management measures have become the motivation of the Oregon Traffic Control Devices Committee to develop guidelines for providing operational improvements. This study proposes the provision of right-turn treatments intended to reduce delays and improve air quality. These guidelines suggest that right-turn overlap phasing would result in reduced delay in locations where right-turn volumes meet these guidelines for a right-turn lane and the complementary left turn has a protected phase.
