Abstract

This paper aims to quantify the environmental capacity (EC) of street sections based on the assessment of the vehicular traffic impact on pedestrians. Survey data from suburban Sydney are used. The relationship between delay and risk is investigated. A conditional probability model is developed for predicting the levels of vehicle-pedestrian accident risk. The current approach to determine EC is expanded by adding an accident risk criterion. By using Holdsworth and Singleton's 1979 Melbourne study as a reference, a more comprehensive EC framework is demonstrated. The EC levels in terms of vehicular traffic impacts on noise, delay, and risk are calculated. A combined model then provides a basis for decision-making according to the calculated EC levels and weightings for each of these three impacts.
