Abstract

This paper was presented in the Plenary Session 'Regional and National Co-operation' at the 15th ARRB Conference held in Darwin, Northern Territory, on 26-31 August 1990. The changes occurring in land transport are outlined, with a description of the role of micro-economic reform. The reasons for making transport reform a high priority are discussed, especially the need for greater efficiency in the utilisation of the transport system and allocation of resources to that system. Emerging issues in the transport sector and possible solutions are noted, covering such topics as the environment, transport efficiency and the Interstate Commission's report on road charging. Changes in the transport sector, reflected in recent changes in ARRB and in the theme of the Conference, are described. The author also stresses the need for researchers to be more involved with practitioners when setting research strategies so researchers can anticipate practical needs. This is also seen as a way to make research relevant to policy.
