Abstract

Three construction workers employed by a paving company were killed inside a highway work zone in New York when they were struck by a passenger bus. This National Institute for Occupational Safety and Health Fatality Assessment and Control Evaluation report summarizes the investigation surrounding the May 20, 2005 accident and provides safety recommendations. The primary cause of the collision was attributed to inadequate brakes on the bus, with a secondary contributing causative factor being excessive speed within the work zone. Based on the findings from the investigation, recommendations are provided for bus companies concerning more frequent vehicle inspection and driver training on highway work zone safety. Recommendations are provided for transportation administrative agencies regarding the use of protective barriers to shield workers from intruding vehicles, the use of portable rumble strips to warn motorists of highway work zones, the need to reduce speed limits through work zones, and the presence of law enforcement officers at each end of a large highway work zone.
