Abstract

This article uses a risk assessment methodology to determine railway safety risk. The methodology uses both a fuzzy reasoning approach and a fuzzy analytical hierarchy decision-making process. Qualitative descriptors?describing the occurrence frequency, consequence severity, weight factor, and risk level?are used in this method. The research also includes an exploration of risk assessment outcomes, represented as the degrees of risk. The authors note that their proposed risk assessment method can be used by decision makers to evaluate both qualitative and quantitative risk data, as well as related information, to increase the effectiveness and efficiency of a railway operation. To show the practicality of the proposed methodology, the research uses a risk assessment case study?shunting at Waterloo depot. The depot, part of the London Underground's Waterloo and City line, was closed for several weeks in early 2003 for safety checks due to a derailment on the Central line.
