Abstract

The author discusses North American truck size and weight (TSW) regulation across Canada, the United States, and Mexico. With 66 different North American TSW schemes, there are complications and inconsistencies. The author examines how TSW regulations work; key differences between regulation in Canada, Mexico, and the United States; reasons why TSW limits should increase and be uniform; reasons for delays at borders; how TSW regulation is impacted by safety and congestion; fuel consumption and emission generation; cargo containers; harmonization's difficulty and its progress under the North American Free Trade Agreement (NAFTA); political will; technical and stakeholder issues, including railroads, safety, and engineering; jurisdictional complexity; problems with NAFTA; and international trade corridors. The author presents options to move forward with TSW regulation.
