Abstract

The author discusses the unfinished nature of railroad safety. Among his arguments are a national decline in technical competence, as well as issues with private grade crossings and grade separation, locomotive horns, derailments, and security. A summary of his views on inspection, rule enforcement, and proper accident investigation is also included.
