Abstract

The European Union has the objective of halving the number of deaths on European roads by 2010. To achieve this it will be necessary to implement the most effective road safety measures. Efficiency assessment is a tool which should help policy makers to set more effective priorities for road safety measures, and hence lead to a considerable reduction of accidents. This document provides an overview of how the efficiency of road safety measures can be assessed, which methodological principles are important, which knowledge and data are needed and available, and which barriers may hinder the process. A few basic principles for analysts are presented. In addition, examples of assessed measures are described. Finally, a short demonstration course is provided for the dissemination of this information.
