Abstract

Although the state laws requiring motor vehicles to give way to pedestrians on crosswalks and at intersections are quite uniform from state to state, the degree of enforcement of these laws varies enormously. Driver behavior seems to reflect the level of enforcement rather than the text of the law. There is a tendency at all levels of government toward lax enforcement.
