Abstract

By incorporating tehnological advances into a well-planned program of pavement cut regulation, local government can assure that both utilities and streets can function as smoothly as possible. This article lists and discusses the main elements of good policies and procedures relating to performance bonds, permits, specifications, inspection procedures, and penalties for noncompliance. Other common characteristics of good street cut programs are also discussed and include inspection and testing, and traffic control for street cut repairs. It is noted that of all the methods of improving pavement cuts for utilities and cutting costs, the most productive is communication between local government and utilities to discuss long-range plans. Management must also allow for improvements and evaluation of new methods, techniques and equipment.
