Abstract

This article offers an approach that transportation officials can employ in achieving effective public relations for winter operations. It presents the concept of planned public relations (PPR) and how it can be implemented before, during, and after a winter snow season. A comprehensive snow plan is discussed as being the top priority in winter operations. Some of the key elements of the plan include levels of service, areas of responsibility, a storm warning system, snow map, employee training and safety programs, and operations policies. Other component of an effective public relations program involve delivering information to the public, receiving their concerns, acting accordingly, and soliciting their help. The article concludes by stressing that the three key items to do before, during, and after the winter snow season include distributing a snow brochure, setting up a snow information center, and effectively using the media.
