Abstract

The management responsibility of a snow-ice program for a governmental agency is a very difficult task. Without a plan that is comprehensive and results oriented, public safety and commerce can be severely compromised. Managing a snow-ice program is a year-round responsibility and its planning and management involve 4 basic ingredients: preparedness, response, recovery, and mitigation. This article provides a good overview of policy recommendations, best practices, and goals/strategies designed to improve the snow-ice operations efforts of any public transport department or entity responsible for such winter maintenance.
