Abstract

The experience of three agencies in crafting comprehensive snow and ice control plans and policy documents is described in this article. The benefits of written plans include the fact that they require managers and supervisors to plan ahead; that everyone is agreed on the required steps; that exposure to tort liability is reduced if there are reasonable, resource-driven goals; that there will be a clearer public understanding of operations; and that it provides a continuous forum for training and improvements. The Indiana Department of Transportation created a Total Storm Management Manual to achieve more uniformity statewide. It is available at http://rebar.ecn.purdue.edu/JTRP under "JTRP Products." (Accessed November 2007). Experiences of the Rockland County, New York, Highway Department are incorporated in a PDF document at http://www.co.rockland.ny.us/Highway/hwydocs/Snow%20and%20Ice%20Control%20Policy%202002.pdf. (Accessed November 2007 using url corrected from original text). The Township of Cranberry, Pennsylvania, Highway Department plan is also cited at http://www.twp.cranberry.pa.us/publicworks/SNOWICECONTROL04.pdf.
