Abstract

The application of risk homeostasis theory (RHT) to non-transportational physical risk is considered with reference to two cases: the nuclear industry and air-traffic control. It is suggested that neither case provides particularly strong support for a general homeostatic mechanism in operators, although each case may still be reconciled with RHT, and evidence exists for compensation that does not negate some intrinsic risk changes. It is suggested too that risk homeostasis is not a context-free theory of risk taking, and that the ways in which it might be extended to non-transportational risk therefore require clarification.
