Abstract

Rational road safety management is predicated on a reasonable ability to assess how unsafe something is, how much safer it has been made by some action, and how much safer it can be made. Yet, to measure on safety and changes therein is difficult. In this, the first of a pair of papers, I discuss some reasons for the discord between the need to measure unsafety and the present ability to do so. By also outline procedures for measuring a better.
