Abstract

A 1985 Metro Manila Commission Ordinance details the fines and punishments to be meted out to those who 1) engage the services of a minor for prostitution and/or sexual exploitation; 2) promote, facilitate or induce the prostitution and/or sexual exploitation of a minor; 3) have any position of responsibility in an establishment which allows minors to perform acts of prostitution; or 4) know of the sexual exploitation and/or prostitution of a minor but fail to inform the proper authorities of said exploitation/prostitution. Any foreigner found violating any provision of the Ordinance shall, in addition to the penalties provided therein, be deported after service of sentence. The minor in any of these cases shall not be criminally prosecuted but shall be placed under rehabilitation or reformation and committed to the care of his or her parents, relative or family friend, or the Ministry of Social Services and Development subject to Court-imposed conditions.
