Abstract

In a large scale disaster, regional organizations must strategically cooperate with the others to recover and reconstruction disaster regions. A District Continuity Plan (DCP) and its action plan are required for each organization to facilitate cooperative actions after a disaster. However, to build consensus among DCP developer is difficult because important bases of the organization are different. In order to solve the problems, it is effective a decision support system which enable to present a specific recovery plan for action plan. In this study an attempt is made to propose a District Impact Analysis (DIA) method using a genetic algorithm and a concept of the development action plan based on live design. Several recovery planning of road access and logistics functions are presented to demonstrate the effectiveness and applicability of the proposed method.

Vernacular Abstract

大規模広域災害では,各組織の単独対応ではなく地域全体での防災・危機管理対応が求められる.そのためには,各組織が事前に合意形成を図りながら,発災直後から戦略的に連携して行動するための地域継続計画の策定と計画の実行性を担保するアクションプランの作成が必要である.しかし,アクションプランの検討にあたっては,複数組織間の合意を得るための意思決定支援が課題となる.地域継続計画策定の実践を進める上では,この課題解決のための地域インパクト分析手法の確立が強く望まれている.本研究では,この課題を解決するため,遺伝的アルゴリズムを用いた地域インパクト分析手法を提案し,ライブデザインに基づいた地域インパクト分析手法によるアクションプラン作成の考え方を示す.提案手法を用いて災害発生直後の道路のアクセス機能並びに物流機能の復旧戦略を検討し,手法の有効性を示す.
