Abstract

Two methodological considerations for evaluating safety impacts of photo-red enforcement are discussed. Two caveats are recommended for an effective evaluation. It is concluded that if the yellow change interval is too short, whether due to the use of lower posted speeds or due to a failure to consider the temporal distribution of red-light running, then it is possible that a quantitative evaluation will be compromised.
