Abstract

The purpose of the "Field Test of a Motorcycle Safety Education Course for Novice Riders" was to subject the Motorcycle Safety Foundation's Motorcycle Rider Course (MRC) to a large scale feasibility study prior to testing its effectiveness as an accident countermeasure. The MRC Feasibility Study had three evaluation criteria. They were: 1) instructional effectiveness -- do students acquire the skills and knowledge, specified in the course objectives; 2) administrative feasibility -- is the course practical in terms of its schedule, costs and demands placed upon instructors, students and facility; and 3) user acceptance -- do school administrators, instructures, students and parents approve of the course.

In addition, the contractor was to determine, in light of the above factors, if there are aspects of the course which need to be revised and to also develop a preliminary plan for evaluating the Motorcycle Rider Course as a part of a NHTSA demonstration project.

Based on five separate tests, it was determined that students do gain significant information and skills. These test were: pre & post test scores; MRC knowledge test scores; MRC skill test scores; motorcycle operator skill tests; and motorcycle in-traffic tests.

Based on the conclusion of this study, a complete demonstration of the Motorcycle Rider Course is now underway to demonstrate its effectiveness as an accident countermeasure.
