Abstract

On July 1, 1973, seat belt use became mandatory in France, making it the first European country to use equipment which was subsequently to become an integral element of any rational road safety policy. The legislation was initially limited only to traffic outside the large centers, but as of October 1, 1979, seat belt use was expanded to cover city driving as well. This paper discusses the step-by-step approach to implement mandatory seat belt usage measures in France.
