abstract="<p>Alcohol figures prominently among the reasons behind road accidents involving drivers. One fourth of those fatal accidents in Russia during 1992 were as a result of drinking and driving offenses. An efficient way to deter drivers from drinking alcohol at work is a preventive medical check-up done before the work shift begins. Russia has had a long record of conducting this kind of work-site medical examination which was introduced as early as 1972. Before-the-shift medical examination includes the following steps: - alcohol detection in the exhaled breath; - taking temperature; - measuring pulse; and - measuring blood pressure. Drivers are not allowed on the job if the following are evident: signs of inability to work, and positive alcohol breath.</p>",
