abstract="This article reports on a request issued for public comment by the U.S. Department of Transportation's National Highway Traffic Safety Administration on ways to provide consumers with better information on child restraint performance and ease of use. The request has arisen in support of the need for development of a child restraint safety rating system that is practicable and understandable as required by The Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act which became law in November 2000. The TREAD Act stipulates that this rating system must be available by November 2002.<p />",
