abstract="Prior to 2002, snow removal operations in Kansas City, Missouri, had been handled by private contractors, resulting in both budgetary concerns as well as meeting acceptable performance standards. A change to using city employees exclusively to handle snow removal operations has resulted in kudos from citizens as well as significant cost savings. This article first describes the prior program and its characteristics, followed by a discussion regarding the enhancements made to the snow removal program following the changes that were made.<p />",
