abstract="Every U.S. state and territory must implement a federally acceptable commercial driver's license program by April 1, 1992. Officials in Arlington, Virginia have set up a program to assist its 450 drivers in obtaining commercial licenses well before that date. The program has paid off as the county's employees have achieved a 96% first-time pass rate on the state examinations.<p />",
