abstract="This article relates how a pavement management system, along with an annual road program, can be used to track road conditions and enable officials to establish user fees to compensate for road damage caused by gravel hauling operations. Using the Town of Plymouth, Massachusetts as an example, the article describes how an analysis was performed to estimate the level of pavement deterioration and determine the an estimated loss in service life on gravel truck routes. Estimates for road rehabilitation revealed a cost of $ 0.23 per cubic yard to repair road damage related to gravel hauling.<p />",
