abstract="This article relates how city officials in Bend, Oregon used cooperative partnerships with different agencies in order to provide effective roadside maintenance when faced with budget constraints. It describes how an &quot;Adopt-A-Road&quot; program, the purchase of a multi- purpose tractor unit, creating an effective communication program bringing citizen groups together with city officials, and establishing a neighborhood associations program enabled the city to its maintenance obligations in an economically-challenged environment.<p />",
