abstract="This paper consists of three parts. First some of the major methodological difficulties associated with the evaluation of the effect of countermeasures focussing upon alcohol-related accidents will be discussed. This is followed by a critique of the rationale underlying legislation and the application of the laws which attempt to combat drinking and driving. Finally, an effort will be made to indicate ways in which the difficulties in both of the above areas may be overcome through the stimulation of public concern for road safety. (Author/TRRL)<p />",
